Where does the subsidy money come from when you buy an EV (electric vehicle) in Ibaraki Prefecture? The bottom line for FY2026 (Reiwa 8): Ibaraki has no prefectural purchase subsidy for individuals; you combine the national CEV subsidy (up to 1.3 million yen for EVs) with municipal top-ups. The standout is Hitachiota, which offers 200,000 yen for standard EVs, 150,000 yen for kei EVs and 100,000 yen for PHEVs — the highest level in the prefecture, with a dedicated allocation for kei EVs. Meanwhile, no vehicle subsidies could be confirmed in Mito or Tsukuba, where support centers on V2H equipment. Here we sort out how to combine national and municipal programs, based on FY2026 information.

Think of Ibaraki's EV Subsidies as a "Two-Story" Structure

1st floor: National

CEV Subsidy (the main pillar)

A national subsidy available to both individuals and companies. In FY2026 it offers up to 1.3 million yen for EVs, the largest amount by far.

2nd floor: Municipalities

Hitachiota leads the prefecture

Hitachiota is accepting applications: 200,000 yen for standard EVs, 150,000 yen for kei EVs and 100,000 yen for PHEVs. No vehicle subsidies confirmed in Mito or Tsukuba.

The prefecture?

No prefectural subsidy for individuals

The prefecture's policy centers on its charging infrastructure vision; there is no vehicle purchase subsidy for individuals. Combine national and municipal programs.

"Up to 1.3 million yen" is a cap. The actual amount is set per model based on evaluations such as the vehicle's environmental performance. Applications close once the budget runs out, and subsidized vehicles carry a mandatory holding period of 4 years in principle; disposing of the car within that period may require repayment. Check the exact subsidy amount for your car in the figures published by the Next Generation Vehicle Promotion Center.

[Ibaraki Prefecture] No Prefectural Subsidy for Individuals

Ibaraki Prefecture has no EV purchase subsidy for individuals. The prefecture's environmental policy centers on its charging infrastructure development vision, and no prefecture-specific vehicle subsidy for businesses could be confirmed either. For individuals, the standard approach in FY2026 is to combine the national CEV subsidy with municipal programs.

[Municipalities] Hitachiota: 200,000 Yen for Standard EVs, 150,000 Yen for Kei EVs

CityStatus in FY2026
HitachiotaAccepting applications: 200,000 yen for standard EVs, 150,000 yen for kei EVs and 100,000 yen for PHEVs (clean energy vehicle purchase subsidy). Conditions: individual residing in the city, new vehicle, and continued residence in the city for at least 1 year after registration. Applications open from April 1, 2026
MitoNo individual vehicle subsidy for FY2026 (Reiwa 8) could be confirmed (FY2025 (Reiwa 7) had a V2H subsidy only)
TsukubaNo subsidy for the vehicle itself confirmed. V2H installation subsidy of 100,000 yen only

Hitachiota's "150,000 yen for kei EVs" is a dedicated allocation that fits the reality of rural areas, where kei EVs serve as everyday transport. Residents of cities without vehicle subsidies, such as Mito and Tsukuba, should build their support around the national CEV subsidy and automobile tax relief.

Also Check EV "Taxes" (Automobile Tax Relief)

Separately from subsidies, EVs are exempt from the environmental performance levy of the automobile tax (the FY2026 tax reform has also decided to abolish the levy itself), and the following year's automobile tax (type-based levy) is reduced by roughly 75% under the green tax special measure. For details, see EV taxes and the 2026 automobile tax reform.

Is the Subsidy Itself Taxed?

EV subsidies received by individuals are treated as occasional income (ichiji shotoku). Because there is a special deduction of 500,000 yen per year, no tax arises as long as your total occasional income for the year, including other items, stays at 500,000 yen or less. Even combining national and local subsidies usually stays within this limit, but be careful about the total in a year when you receive several large subsidies. Business use is treated differently — consult a tax accountant or other professional.

What to Do Today

What to do today

  1. Check the national CEV subsidy amount for your candidate model in the Next Generation Vehicle Promotion Center's list (the amount for your specific car, not "up to 1.3 million yen")
  2. Search "EV subsidy" on your municipality's official website; for Hitachiota, note the requirement to remain a city resident for at least 1 year after registration, and check the remaining budget and application status
  3. Work backward from your delivery date to build an application schedule (check three things: registration date, application deadline, and budget exhaustion)

FAQ

Q. I live in Mito or Tsukuba. Is there a city subsidy?

A. No subsidy for the vehicle itself could be confirmed for FY2026 (Tsukuba has only a 100,000 yen V2H installation subsidy). The national CEV subsidy (up to 1.3 million yen for EVs) and automobile tax relief become your main forms of support. Check each city's official website for the latest information.

Q. What are the conditions for Hitachiota's subsidy?

A. It covers individuals residing in the city who purchase a new EV or similar vehicle: 200,000 yen for standard EVs, 150,000 yen for kei EVs and 100,000 yen for PHEVs. A condition is that you continue living in the city for at least 1 year after registration.

Q. Can I get a subsidy for a kei EV?

A. Yes — the national CEV subsidy also covers kei EVs (up to 580,000 yen). Some municipalities, like Hitachiota, have a dedicated allocation for kei EVs (150,000 yen), so total support can exceed 700,000 yen.

Q. Are there plans to introduce a new prefectural subsidy?

A. As of August 2026, no information about a new program could be confirmed. We recommend checking the prefecture's and municipalities' official websites at the start of the fiscal year (April).
