When you buy an EV (electric vehicle) in Fukuoka Prefecture, where do the subsidies come from? The bottom line for FY2026 (Reiwa 8): "Fukuoka Prefecture has no purchase subsidy for individuals. You use the national CEV subsidy (up to 1.3 million yen for EVs) plus top-up subsidies from municipalities such as Fukuoka City." Fukuoka City offers 100,000 yen for EVs plus a 50,000 yen bonus for using renewable electricity (600,000 yen for FCVs), but note that PHEVs became ineligible from FY Reiwa 8. Kitakyushu City has no vehicle subsidy for individuals. This article sorts out how to navigate Fukuoka, where the two major cities differ sharply.

Think of Fukuoka's EV Subsidies as a "Two-Tier" System

Tier 1: National

CEV Subsidy (the main purchase support)

A national subsidy available to both individuals and corporations. In FY2026 it offers the largest amounts, such as up to 1.3 million yen for EVs.

Tier 2: Municipalities

Fukuoka City yes; Kitakyushu City no

Fukuoka City offers 100,000 yen for EVs (plus a 50,000 yen renewable-energy bonus; 600,000 yen for FCVs). PHEVs are ineligible from FY Reiwa 8. Kitakyushu City has no vehicle subsidy.

The prefecture?

No prefectural subsidy for individuals

The prefecture runs no across-the-board vehicle subsidy for individuals. Individuals combine national and municipal programs.

"Up to 1.3 million yen" is a cap. The subsidy amount is set per model based on evaluations such as the vehicle's environmental performance. Applications close once the budget runs out, and subsidized vehicles carry a mandatory holding period of, in principle, 4 years; disposing of the car within that period may require repayment. Check the exact subsidy amount for the car you plan to buy in the figures published by the Next Generation Vehicle Promotion Center.

[Fukuoka Prefecture] No Prefectural Subsidy for Individuals

Fukuoka Prefecture runs no across-the-board EV purchase subsidy for individuals at the prefectural level. For FY2026, the basic approach for individuals is to combine the national CEV subsidy with municipal subsidies.

[Municipalities] Fukuoka City: 100,000 Yen for EVs Plus Renewable Bonus; Kitakyushu City: None

CityFY2026 status
Fukuoka CityNow accepting applications: 100,000 yen for EVs (plus a 50,000 yen bonus if the renewable-electricity conditions are met); 600,000 yen for FCVs. For individuals with resident registration in the city; new vehicles first registered between April 1, 2026 and March 1, 2027; no delinquent municipal taxes; anyone who used the program within the past 4 years is ineligible. Applications accepted until March 1, 2027 (ends when the budget is reached). PHEVs are ineligible from FY Reiwa 8
Kitakyushu CityNo vehicle purchase subsidy for individuals (only charging-equipment subsidies and support for businesses)
Yukuhashi CityRuns a next-generation vehicle adoption subsidy for FY Reiwa 8 (check the city's official sources for amounts)

Fukuoka City's "renewable-energy bonus" adds 50,000 yen for things like signing up for a 100% renewable electricity plan. The PHEV exclusion is a change starting in FY Reiwa 8, so if you were considering a PHEV, the national CEV subsidy (up to 850,000 yen for PHEVs) is your only option.

Also Check EV "Taxes" (Automobile Tax Reductions)

Separately from subsidies, EVs are exempt from the automobile tax environmental performance levy (the FY2026 tax reform has also decided to abolish the levy itself), and the following year's automobile tax (type-based levy) is reduced by roughly 75% under the green tax special measure. For details, see EV taxes and the 2026 automobile tax reform.

Are Subsidies Taxable?

EV subsidies received by individuals are treated as occasional income (ichiji shotoku). Because there is a special deduction of 500,000 yen per year, no tax is due if this and your other occasional income total 500,000 yen or less for the year. National and local subsidies combined usually stay within this limit, but be careful about the total in a year when you receive multiple large subsidies. Business use is treated differently, so consult a tax accountant or similar professional.

What to Do Today

What to do today

  1. Check the national CEV subsidy amount for your candidate models in the Next Generation Vehicle Promotion Center's list (the amount for your specific car, not "up to 1.3 million yen")
  2. Search your municipality's official website for "EV subsidy"; for Fukuoka City, check the renewable-energy bonus conditions, your usage history within the past 4 years, and the remaining budget and application status
  3. Build your application schedule working backward from your delivery date (check three things: registration date, application deadline, and budget exhaustion)

FAQ

Q. How much can I get from Fukuoka City's subsidy?

A. EVs get 100,000 yen, rising to a maximum of 150,000 yen with the 50,000 yen bonus if the renewable-electricity conditions are met; FCVs get 600,000 yen. Anyone who used the program within the past 4 years is ineligible, and PHEVs became ineligible from FY Reiwa 8.

Q. I live in Kitakyushu City. Is there a city subsidy?

A. Kitakyushu City has no vehicle purchase subsidy for individuals, only charging-equipment subsidies and support for businesses. The main support is the national CEV subsidy and automobile tax reductions.

Q. I was planning to buy a PHEV. Is there no subsidy anymore?

A. Fukuoka City's subsidy excluded PHEVs from FY Reiwa 8, but the national CEV subsidy still covers PHEVs (up to 850,000 yen). Check the exact amount for each model with the Next Generation Vehicle Promotion Center.

Q. Are the renewable-energy bonus conditions hard to meet?

A. The conditions include signing up for a 100% renewable electricity plan (check the city's official page for details). Since simply switching electricity plans can change the amount by 50,000 yen, it is worth checking before you apply.
